R9 280X FPS issues! HELP!

Hi, i recently upgraded my graphics card from the HD 6870 to the R9 280X, i have seen that there is a difference but im not entirely sure that im getting what im meant to be getting in terms of FPS. in battlefield 4 i start off at 60 FPS and then as i get closer to where all the action is it drops to as low as 38 making it hard to play sometimes. i overclocked my Cpu and did see a considerable difference with the smoothness but i still get drops. In far cry 3 i also get drops when looking in a certain direction.
Specs:
AMD Phenom 965BE @4.1
Asus R9 280X
8GB RAM
600W FPS PSU
Corsair H60 water cooler
Asus M5A99X motherboard

I was looking into buying the FX-8350 and was about to purchase it today but had some money problems. im just trying to make sure that the FX-8350 will be worth the upgrade and that it is nothing else that is causing the FPS drops!

If money is a problem, go 8320 and bump it to an 8350's speed or more since you have a water cooler

Ok thanks iv been looking into this and some people have said the phenom is good enough where as others have said it is not. At this moment i don't really want to overclock my GPU as i dont really know how and i dont think my PSU can handle it.

Your PSU will be fine for overclocking, and overclocking a GPU is 100x easier then a CPU, It all done by easy software, Nearly no risk at all when not touching voltage aswel !!!, You will see considerable gains if you ever decide to, Goodluck
