my laptop wont shut down when i press the shut down button

I have a Toshiba Satellite laptop running 7, I've had this issue before.
For the most part it was just that the sleep mode for the laptop can interfere and activate if the power button isn't firmly pressed. I would get it to a state to where you can see the screen/desktop then press and hold the power button down for 10 seconds and see if it powers off.
Can you power the laptop off with a soft boot (through Windows desktop)?
