PC turns on and off after a couple of seconds?

Not sure if this is the right thread but here is the issue,

I have bought components to build a decent computer for personal use. Parts can be seen here http://pcpartpicker.com/p/2mnQH
While building it outside the case (to test it all worked) I discovered that when booting up the computer, the fans would spin for 3 seconds and then they would stop, the computer probably shutting back down.
I have tested the power supply with a paperclip and it seems to be functional (fan spinning and all) so it seems it's a motherboard issue. I have tried turning it on without the graphics card installed and the single RAM stick in different slots.
One thing that did help was when I reset the CMOS, afterwards the fans would spin for 3 seconds before stopping instead of not spinning at all.
Also, I'm not able to fully insert the 24 pin connector in to the motherboard (as in it wont click/latch) but it goes "90% in" at a bit of an angle. I don't know why it wont go fully in and maybe this is the issue?
If you have any ideas what could be wrong they would be appreciated. If this would be more appropriate in another forum section please do redirect me :)

2 maybe 3 reasons off the top of my head:

1. Yes 24 pin connector must be secured all the way in. If it's in anyway partial, it may not work even worse causing a short and damaging your motherboard components.
2. Another common reason would be sometimes you forget the 4-pin connector that powers the CPU. Lots of people miss this.
3. And lastly would be power supply, make sure it's top quality because anything less than that you will find it faulty at random times which makes troubleshooting a teeth puller. Good luck!!

1. How should I get it in? I'm using a lot of force atm
2. 4 pin connector is in!
3. I've tested PSU individually and it works
