It depends on the game. When dealing with bottlenecking, unless you have a great CPU you can't just say "it will bottleneck" or "it won't bottleneck" in reference to the entire spectrum of games. That's just silly. All games are coded differently, and some are optimized very well (so that there's little CPU usage, i.e. every game on the Source engine) while other games are programmed by people who either don't know how to code or simply don't care to optimize their algorithms (this is truer for ports).

As such, some games will result in a CPU bottleneck, and some won't. Games like Crysis 1 and Crysis Warhead will cripple your CPU and put you somewhere between 20 and 30 fps. Borderlands 2 will probably put you in the 40 fps range, or possibly lower. Other games like Crysis 2 or Crysis 3 will have your GPU maxing out before your CPU is overly taxed (i.e. that's a GPU bottleneck in this case). It depends on the game, but I can guarantee that you'll get bottlenecking somewhere. Overclocking will help very little for the most part.
