With far rendering at 30+ frame rates. I have an OS, monitor, keyboard and mouse.

Cannot go over $350 base, (so mail in rebates are pointless.)

Would also like to be able to play other games at medium settings.

You actually can but it's pointless. You will end up with shit parts all around that can't even open up minecraft.
Waste of money.

Don't know about US prices (I am in the UK) but my girlfriend is running minecraft on an AMD FM1 Llano A6-3670 chip @ 1920x1080 res with 4GB DDR3 ram.
Best Buy have FM2 A6 5400K chip and MSI A55 FM2 motherboard for around $130 for the 2 so you would have $220 to get whatever else you needed (Ram, HDD, DVD drive)

some would go an AMD cpu but intel dual core cpu is much faster for minecraft.

I don't know what you expect from a $350 rig. It should work fine, the PSU is 400W and he will only ever be using around 250W. He has plenty of breathing room in case this PSU isn't exactly what it says it is. 4GB of RAM is also enough for minecraft, and 8GB would send him way over budget.
