Is a higher response time for a monitor better?

both monitors have the same contrast ratio (http://www.amazon.com/Acer-G246HL-Abd-24-Inch-LED-Lit/dp/B0098Y77OG , at PRODUCT DESCRIPTION). The 2nd monitor is more expensive because
1) it has one more HDMI port (monitor 1 has zero hdmi ports)
2) it has build in speakers

I'm sorry for things that were probably right in front of me, but I am new to the computer world and actually getting in detail, but thank you for the help. I'm trying to get into it, it's really fun. I'm almost complete with my first build. :)
