I'm shooting for something that is reliable, quiet, low power usage, and will not be antiquated anytime soon. I choose kingston ram for its reputation for reliability. I plan to use the SSD exclusively for system operation. The HDD is primarily there for backup/lightly used data. Passed on Samsung EVO because I did not want to mess with the new NAND technology. I need wifi on the system, so I picked a mobo with wifi built in. I think the power supply is a little on the high side. I know there is a lower wattage model; however, I'd prefer that the power supply fan stay off(not sure if it will with lower wattage model).

You can simply put the noctua fans on there if its really that big of a deal. In my opinion it just seems a bit crazy to go for an 80$ cooler for something that wont be overclocked.
Its all a matter of money at least for me. I mean If he has the extra money sure why not but if he wants to save 50ish dollars its definitely not a bad choice.
Edit: Didn't realize the fans were 21$...

Seems like over kill to buy a Noctua NH-D14 65.0 CFM CPU Cooler with a non k i5. If it doesn't have the K it has a locked multiplier so you might want to buy something cheaper i personally have an hyper 212+ and it works fine

You could select another motherboard that does not support the OC function and save a few $$
For me the 4670K would be the way to go since the board will support fully automatic over clocks and this may help extend the useful life of the system at some point and the resale value will be much higher if you ever rebuild.

40,000 hr life expectancy for the coolermaster versus 150,000 hr life expectancy for the noctua. Noctua will last longer.

Edit: Didn't realize the fans were 21$ Each You mine as well just stick with the noctua if u want to use that brand of fans because it comes with 2 of them and wouldn't even safe you money.
