Second monitor isn't working unless you plug it in windows.

I bought new graphics card couple months ago (gigabyte r9 280x) and I wanted to use my second monitor with the new graphic card, soon I realized my new card didn't have two DVI ports, I bought Displayport to minidisplay port cable, if I connect the monitor before booting the computer, I get error message, If I plug it after windows has booted, everything works fine before I shutdown my computer. It's worth mentioning that my second monitor is old VGA monitor which I plug in with VGA to DVI adapter into graphic cards only DVI port, (graphic card has 1 DVI, 1 HDMI, 2 Minidisplay ports). My primary monitor the DVI one, has only DVI and Display port connectors, so I cannot use HDMI cable to connect it into the card. I am kind of confused, and I don't want to buy new adapter before I know it is going to work for sure.
So basically, why isn't it working?
