i7-4770k clock speed

I was wondering, I just put together a build using a Core i7-4770k and base clock is around 3.5 or so everything including my system keeps telling me but the cpu is running at 4.1 and I haven't overclocked it. do they auto run at what they can saftly run or what's going on? I know I worded this very badly but anyone who knows what i'm trying to ask and anything about it I would just like to know.

It will be the Asus board. You don't need to OC, you actually have to set the UEFI to run the CPU at 3.5 GHz.

-upon reboot, enter the UEFI
-go to advanced mode
-in the "AI tweaker" menu you'll see:
All Cores Target CPU Turbo-Mode Speed: 4100 MHz

And adjust it from there(auto, X.M.P., manual), or just leave it. Asus probably tested dozens(many be hundreds) of 4770K's and considers 4100 MHz "their" default speed.

If you have a good motherboard it likely offers an autotune feature.
It may be enabled in the UEFI without you "knowing it". As 4.1 seems like a reasonable/safe OC for a 4770K(if not conservative).

What is your motherboard?

Sorry for long pause, I'm running on a Sabertooth Z87 Asus motherboard using the UEFI BIOS version 1007(Base version that came with the board) I'm using two programs to find my CPU clock speed, first is CPU-Z showing real time-ish clock speeds running from 4107.3 MHz-4307.6 MHz and second is Intel Processor Identification Utility showing Expected at 3.50 GHz and Reported and 4.10 GHz
