Need help upgrading my system

My top priority is: Max graphics of Dota 2 at 60 frames per second.
Right now it goes around 35-45.

My computer specs:

Motherboard: p54g41t-m
PSU: Corsair HX650
RAM: 4gb kingston (sorry not corsair)
Video Card: XFX R9 270X http://www.ncix.com/products/?sku=91996
CPU: Dual - core E5500
Also using BenQ RL2455.
OS: Windows 7 Home Premium 32-bit (I can borrow a 64-bit from a friend to upgrade)
I am looking forward to upgrading my CPU, RAM, and Motherboard with the budget of around $250 - $350 total. The nearest and best place to buy these parts for me is NCIX Burnaby. or I can ship as long as it does not exceed my budget.

I am not really sure what to buy though. Like 4 core CPU , or 8 core... Corsair RAM, what kind of motherboard would fit to my current hardware. Sorry I am in a small budget. Any suggestions would really be helpful.

Out of curiosity, I'm pretty sure with this graphic card, I should be getting 60 fps on dota 2. Not quite sure what the problem is, probably driver settings or what.

what would be the difference between that and
MSI 970A-G46 ATX AM3+ 970 + AMD FX-6300 ? without the cooler master

edit: I was using NCIX.com that's why.

I also need RAM with that budget.

can you change the country to "Canada" when you use pcpartpicker.com so that it will show the Canadian price.
