Probably on 800x640 lowest settings and even then you would probably only be getting 20-40 FPS at most. I have a A10 5800k and R9 270. I run the game maxed out around 20-40 FPS.
My friend who has an Core i-7 and the new GTX 780 only gets around 30-80 FPS maxed out. so I don't know too much but id say no
