So, essentially i just upgraded my old Phenom II X4 965 and MSI 870A-G54 motherboard for a brand new FX-8320 and an ASrock 990FX Extreme 3. I also received a Seidon 240m as a present from my brother and while using Prime95 I noticed that my temps on full load were only a few degrees above room temp. HW Monitor says its running at 21C and Core Temp says my max is 22C. Considering my house is at 60F i would say that its running really cool for Prime95 and any advice/explanations would be appreciated. BTW all settings are at STOCK.

That was my concern.
Try other programs to check out temps. Do your bios, than check out HWmonitor and any other programs you can think of.
If they work out to be the same, clean your sensor and check again. If its again, ok... then holy crap you win the chip lottery mega millions.

You are probably getting confused because there are two temps you have to consider (and some apps only report one of them). First one is the socket temp, second is the core temp. Core temp on FX processors will be abnormally low when the cores are actually below 40c, that means they are nice and cool. If/when they reach 40c, you'll get spot on accurate readings from that point onward.
Socket temp is of course measured by the chip located on the motherboard.
Max temps for all FX processors are;
Socket = 70c
Core = 61c
If you use hwinfo or hwmonitor you'll be able to see both temps.
After you have checked both temps are good when running Prime, you can go ahead and use your favorite temp monitor again.
