GTX 760 massive stuttering in games

Hey I just upgraded my PC from integrated graphics to a video card and I got a GTX 760 Zotac and I have been loving it so far and I cant find others with the problems I'm having. So in games like Skyrim, Arkham City, and Far Cry 3 and so on most current gen games I get around 80 fps at some points and sometimes they drop to somewhere like the 10's and I have no idea why it would be doing this seeing as I have a pretty decent PC now with the card at least I thought I did. Thanks for any help with the subject

Specs:

CPU: AMD A8-3800 4 Core 2.4 GHz OC'd to 3.0 GHz
RAM: 8GB RAM
VIDEO: GTX 760 Zotac
OS: Windows 7 64 bit
700 WATT PSU (cant remember what specific brand it was)

Yeah I've set them to the lowest quality but it makes little or almost no visible change in the frame rate and it kinda sucks you know because I've put so much money in this PC and I cant find a single solution to this. Thanks for helping though

Did you try reinstalling the video drivers? Like delete them completely than reinstall them?

No not yet I've been a little weary doing that since I upgraded from integrated graphics I don't want to have to go back and turn it back off and set it up to the video card all over again.
