frame drops in game...?

so i have built my computer approximately 3 months ago, and it runs fantastically! but when i changed my cpu cooler to the Hyper 212 evo, i am experiencing serious frame drops for like 10 seconds every 3 or 5 minute. () sometimes it doesn't happen for 10 minutes. so what are causing these frame drops? the only thing i can think of is the cpu cooler as that is the only thing that i have changed since my computer runned perfectly. But that it is caused by the cpu cooler sound so strange... could it be caused by the cpu being damaged during the installation of the fan (but i swear i took it really carefully! :S), because i haven't installed any programs after i installed the heat sink so i dont think that is the problem...? anyone have an answer? :/

Cpu: fx-8320
Cpu-heat sink: hyper 212 evo
Gpu: gigabyte 7870
Psu: corsair 750w modular
Ram: G.Skill 2133Mhz 8gb
Mobo: asrock 970 extreme 4
Os: windows 8 (not 8.1)

The temps are:
Full load:
Around 55 when gaming ultra at metro 2033 (you could say at full load) in the Cpu, and 39 Mobo.
Idle:
Around 40 when in idle at the cpu, and 35 Mobo.

Just remembered that i forgot to set my temperatures in the asrock utility fan control program :3 ops but i did a test run and there are the temps when i play, and when i just watch youtube. the cpu temp is set to 51C in the tuning program.

Your temps arn't bad but I still suspect thermal throttling somewhere.
Download HWmonitor: http://www.cpuid.com/softwares/hwmonitor.html
And report the Highest thermal temps while playing Metro while your frames drop. There are 2 for your CPU in the program The one with your CPU name above it and one that just says CPU. Report both.(The socket temp can cause problems as well)

Can't rule out GPU throttling as well...May have nothing to do with the new cooler. Check to make sure your temps are good on that too.

Cpu: around 61C and max 65C.
Gpu: around 53C and max 63C.

when the frame drops it usually happens when there are alot going on like when you drop a granade, or when you are up close to an enemy. the cpu temp usually then go up 1 or 2 degrees and then after the frame drop it goes down 1 or 2 degrees.
any suggestions?

and i think it is the cpu that gets too hot! so i am going to buy a noctua fan and set it on the cooler so the cooler has two fans, and i am also going to buy one more intake fan at the front and one more exhaust fan at the back.

or should i re apply the thermal paste? that could be the problem to it being to hot...? right
