Upgrading psu didn't solve stuttering problem

I upgraded my psu from cooler master elite 400w to XFX proseries 650 w 80 Bronze.
I have games that used to run smoothly on my older system: Pentium D 945. nVidia 7300 GS and MSI 945GM2. That other system had an even cheaper power supply and that graphic card survived at least two generic non-brand psus.

My current AMD system has a Phenom II x2 555BE and HD 4850 and MSI 990fxa-gd65
4 GB G.skill ram stick.

I have another low end card: HD 5450 and it worked fine on the AMD system with older games except when I tired to OC it, micro stuttering became apparent in some of the games.

With the 4850 after upgrading the psu the micro stuttering and lag problems became less apparent but they still persisted.

Can anyone help my please? I have been asking one question after the other here and I feel like my AMD set up has turned into a money pit.

The lags happen at the same places
other wise than a 88% spike the load is under 60% at the same time while there were cpu usage spikes it was still mainly below 56% for one core and below 37% for the other (except for a 78% spike for the first core when I was closing the game).

What do you mean by large?
Total memory usage while game is playing is less than 50%
chrome is taking up about 200000 K and that is largest memory usage by a process
I don't think that this is an Anti-virus problem but I did turn it off anyway and still nothing changed
