Is my Pc running to it's fullest potential?

Built this PC for 1920x1080 resolution gaming: FX6300 OC'ed to 4.5ghz at 1.4v Cooled with Antec 930 Kuhler 2x4GB RipJaws Ram 250gb Samsung 840 EVO (Contains all games played) VaporX 280x OC'ed to 1130/1680 at 1188mV Sabertooth 990x r2.0 by Asus All inside a Corsair 550D w/ 1 side panel fan, 1 bottom fan, 1 top exhaust fan and the default 2 front and back fans. Powered by a Cougar SL600W

Went into bios and made sure I'm at Asus optimized mode (for performance) and power options in CP set to High Perf.

So I tried it out on a few graphics intensive games and I got this performance:

Crysis 2 at Ultra 45-60fps

AC4. FXAA, High Shadows, V.Fog = off, SSAO, GR = Low. Everything else maxed. 40-60 fps mostly but drops to 30 fps sometimes.

Far Cry 3 Ultra preset.2x AA 45-55fps. Only hits 60fps when there is nothing around me and I'm just walking through the game world.

Am I just foolish into thinking I can run this games at their current settings at a consistent 55-60fps? Is there anything I can tweak to increase performance short of upgrading CPU/GPU?

Also to add I rarely see GPU usage hit 90-100% using MSI AfterBurner. Most of the times it stays at 75-85% and occasionally hits 100% but drops right back down.

Yep downloaded whatever beta driver was on AMD's site yesterday. Uninstalled current driver, used drivesweeper and installed it.
