OC i7-4470k with Asus ROG utility boot problems

i7 4770K with Noctua NH-D14 cooler

After running the "4-way optimization" in the Asus AI suite, I have my cpu running at 4.4, stable. Temperatures are not an issue at all and AIDA64 runs smoothly. The problem comes when I boot, windows fails to load and hangs on the windows logo screen with spinning ring. It says try to repair... I do and it has no solution.

I unplugged my storage HDD while the system was off and only my os SSD was installed. Now it boots up normally, and all is fine. I plug the drive back in and the problems back. I have no idea whats wrong. This HDD was working fine under stock clocks. The HDD has no OS on it. Whats going on?
 
Solution
Check that you have the latest BIOS and mobo drivers, in particular the SATA drivers, might also try a different SATA cabel, different SATA power plug and different SATA mobo port

Tired all of that. My guess is there's something on the HDD that is confusing the boot process. I dont know what it would be though there are not any ISO files or anything in the root directory.
