New EVGA GTX 780 classified preventing comp from booting.

Hi,
I recently upgraded to a EVGA 780 Classified GPU from a EVGA 660 Ti Superclocked+, and i can't seem to get past the screen that gives you the option to open BIOS, boot menu, ect.(basically not booting windows) i thought that it may be a power issue but i am running a 750 watt PSU. I got worried and didn't want to blow a fuse so i removed the 780 and am back on the 660. Now before i go and spend 200 bucks on a new PSU i thought I would ask you guys if it is something else that may be wrong. I heard that flashing the MOBO or something like that fixes it. Anyway, My build goes as follows (without 780 GPU):

1) EVGA GeForce GTX 600 SuperClocked 03G-P4-3663-RX GeForce GTX 660 Ti 3GB
2) CORSAIR 16gb Vengeance RAM
3) CORSAIR H100 Liquid cooling
4) CORSAIR 750W PSU
5) Intel Core i5-3570K Ivy Bridge 3.4GHz
6) 1TB 7200rpm HD WD
7) Samsung 700GB SSD
8) Gigabyte GA-Z77X-UD4H ATX LGA1155 Motherboard
9) NZXT Phantom (Black/Green) ATX Full Tower Case
10) Lite-On iHAS124-04 DVD/CD Writer

It only seems to be using 450W W max. I don't think its the power supply

I don't think it is the power. Maybe try re-downloading the drivers and if that doesn't work, then you might want to exchange your GPU

What happened with the new card in? Did the fans spin indicating that the mobo got power at least? I have many hiccups trying new hardware and usually it ends up along the lines of o crap this gpu needs 2 8 pins instead of a 6 and an 8. What kind of power supply is in question how old is it? I would put it back in and try over of course. Strange thing with one of my old mobos was you switch gpu you would have to hook another wire to the mobo video out because it would switch itself back to onboard graphics.

Ok so i tried again. i will put it in steps. Also, my BIOS version is the only thing not the newest, but that's all that is not normal.
1st try:
i plugged GPU back in made sure power was getting to card. card was on and fans were spinning. however issue continued to persist with the comp getting stuck on the boot screen with the options (Q-Flash, Bios, Boot menu, ect.) still could not enter the bios or anything. no keyboard shortcuts worked. then i shut down the computer and plugged into on-board mobo graphics ports. nothing showed up, no signal

2nd try:
removed GPU and tried on-board graphics ports, worked and booted.
3rd try:
moved GPU to another PCI Express 3.0 slot, same issue persisted as above.

Yup definitely the GPU. You should RMA it.

Ok i hate to say it but get it back in working condition onboard or old gpu. Then update the bios maybe an update to pci 3 and if problem persists RMA will probably be needed.

The real problem is the lack of input with the new gpu operating that makes me think its a real problem. Not a simple mistake. :(

ok wait so i just updated BIOS and now everything is working smoothly. however, when i boot up i get an error code 0xc000000e, it says that there is something missing in the bootup. this only happens when i have my secondary data hard drive connected during bootup. that is the only real issue. how do i fix this?

Make sure you have the correct drive chosen as boot priority. Glad to see that got everything going better. I would assume you just lost all your bios settings so check your memory speed and if you had an oc going redo that.
