Amd Athlon ii x4 640 is only 1.8 ghz?????

My AMD Athlon ii x4 640 is only running at 1.8 ghz.
I have tried to put the power options in high performance,
And i WoW (cpu heavy) at ultra and still it wont go up to the intended 3 ghz
Then i tried overclocking and went for a easy 2.7 ghz (cpu is supposed to be 3).
and i ran wow again, smoothly for about 10 minutes, then Blue screen.....
I have no idea whats going on, why is it only running at 1.8 ghz???

- Reset you CMOS (BIOS to default settings....)
- Locate a copy of Prime95, download and install it. (this presents a Constant load, games do not...)
- Locate a copy of CPU-Z, download and install.
- Run both applications, CPU-Z will show you that you run a "Core Speed" of 3Ghz when Prime95 is running. When Prime95 is not running you'll drop to a lower voltage and frequency n multiplier....
