Graphics Card Lag. Lagging when playing games.

Hi, I have the GeForce GTX 770 Graphics card and I tried playing Grand Theft Auto IV for PC but keeping getting little lag when I use to be able to play with no lag. This all happened when first my power supply died so I replaced that with the Consair CX750. Then my AMD Radeon 7970 fried out so I then replaced that with the Geforce GTX 770. Fixed some stuff but still have little lag. Is there anything I can try? I have uninstalled all of the AMD stuff and restarted my computers. I have tried playing other games and still get the same lag. What can I do. My specs are

-Processor Intel(R) Core(TM) i5-3570k CPU @ 3.40GHz (4 CPUs), ~3.8GHz
-Memory 8192MB RAM

Display:
-NVIDIA GeForce GTX 770
Approx. Total Memory:4095 MB

Bad FPS. It runs fine then a sudden FPS drop then back to normal then slows down

Are you running any third party programs such as MSI afterburner or Asus boost? I suggest installing MSI afterburner to monitor your GPU/ CPU loads. Task manager is always your friend as well. Check and see if any other processes are taking up your CPU when the frames spike.

I tried that and still nothing works. I am on the phone waiting for Rockstar Support for GTA IV to see maybe they know something

I think it maybe the graphics card. Is there some kind of software to help it overclock or something. The problem I am having is that it Drops FPS then recovers, Almost like its freezes.
