Will this Ram RUN at 1600mhz?

I was wondering if http://www.corsair.com/en/memory-by-product-family/dominator-platinum-ddr3-memory/dominator-platinum-with-corsair-link-connector-1-5v-16-gb-dual-channel-ddr3-memory-kit-cmd16gx3m2a1600c9.html would run at DDR3 1600 without an XMP profile and work on my AMD motherboard.

yes you can get 1600mhz from the Ram and if your motherboard is DDR3 then also yes it is compatable.

Im using an HP/MSI OEM motherboard that doesn't have any options for OCing in the bios, so i need to be 100% sure these have a JDEC timing for 1600mhz

For a HP with the MSI mobos, I'd look at their QVL, what they will actaully support will be to a large degree be governed by how the BIOS is programmed

This ram is speed rated at 1600mHz, which is it's optimal speed. It will in fact run BEST at 1600mHz.
