High RAM usage on idle

I recently purchased components for a gaming/music production PC. I got all the components up and running and now I have been steadily using it for about 3 or 4 days. However, I got a problem where my RAM usage was at 100% on idle. I went into my BIOS and disabled XMP. That solved the problem for a while, but now my RAM usage is on 65%-70% at idle. This isn't right as the only major processes are Steam, Origin and Skype, and these three programs certainly shouldn't be using 6 or 7 GB of my 8GB of RAM. Is this some sort of glitch with Windows 8.1 64 Bit, or is this faulty memory?

PC Specs:
CPU: Intel i7 4770k @3.50GHz
Motherboard: MSI Gaming G45
RAM: ADATA XPG v1.0 8GB 1600MHz
GPU: Gigabyte Geforce GTX 770 4GB
PSU: Rosewill Capstone 750W
OS: Windows 8.1 64bit

Solution
You have a few options in my experience.

1) Disabling Windows Defender
2) Running Memtest
3) Booting in safe mode and seeing if the problem persists.

If you need help running memtest or anything, I will stay around for a bit.
