CPU is not running at higher speed

Hi, I just downloaded CPUZ to check the CPU and I noticed that the cpu is not running at higher clock speed. I got an i3-4130 3,4ghz

Core Speed: 799mhz
Multiplier: x8 (8 - 34)

How can I put the cpu at maximum speed all the time? Is that bad?

To set the CPU on full blast all the time, go to the BIOS and switch the clock speed multiplier from auto to manual. Then add the multiplier you want. There are so many in depth guides for how to OC a PC, but you just want it to be running at full speed all the time. You won't need to mess with the voltages. Also, unless you are doing something like heavy gaming, there is no good reason to do this. Your CPU is increasing its longevity and efficiency by down clocking when it isn't needed, just saying...

1. Restart PC
2. Mash Del key until BIOS shows up
3. Set CPU multiplier to 34x (100mhz)
4. Save and exit

Oh, so If I play games like Far Cry 3 or Tomb Raider or something the speed will increase automatically? So do you recommend me to not touch nothing, right?

One more question, why CPUZ shows me 666mhz in DRAM Frecuency, my ram is 1333mhz lol
