Computer will only post after 10 or 15 tries

I have a home built PC that uses a EPOX 4PDA5 motherboard. When I turn on the computer after having been off for a while, it starts to post then stops. I then turn it off and back on. It starts to post then stops at a different point during the posting process. I have to do this at least 15 or 20 times before it goes through the complete posting process and then starts the operating system, which is Windows Vista. Once the computer is up and running, it stays running even if it goes through a restart after a software update. This problem has been a part of this computer for several years, even when it had Windows XP as an operating system. I have checked my ram sticks and also changed the bios battery. The PC is using a 430 watt power supply. The most the PC draws at any time is 250 watts. I'm at wits end over this problem and am hoping that some of you experts will be able to asist me in resolving this issue.

Know anybody you can borrow one from, it's all well and good that a PSU is rated for XXX amount of watts, but it can be running and all and not outputting the correct wattage, most will slowly deteriorate as far as power output goes before dying

I would have to purchase a new one.

As I stated earlier. The PC is only drawing 250 watts of power. The PSU is rated for 430 watts of power overall. Of course, I have no way of knowing how much power each power feeder coming from the PSU is drawing. The PC has 4 hard drives (2 operating with Raid 0 and 2 operating with Raid 1). Each of these hard drives has cooling fans. Also, there are two case cooling fans, and one for the CPU. Of course, the PSU also has a fan. I suppose it is possible for one or two of the power supply feeders to be drawing too much current.

OK
I spent $74.00 for a new PSU and installed it in my PC today. It did not fix the problem. I still have to turn the computer on and off 15 to 20 times before it goes through a compete post and starts the operating system. Does anyone else have any ideas that I can test or try? I hate to think about replacing the mother board, especially since everything works just fine when the PC finally boots up. The motherboard is a EPOX 4PDA5 series.
