Internet connection: Tethered PC to non-wireless PC

Difficulty connecting to internet: My roommate has a 4G wireless connection through his phone tethered to his PC (wireless). My PC does not have wireless capability, but we do have a router and ethernet cables. We have played with ICS but without success (also, I'm not sure if the PC's are networked properly). Thanks for any help!

ICS won't work with a router, at least with DHCP turned on since ICS controls its own address assignment. First choice would be to connect the two PCs with a cable and then enable ICS on the 4G adapter in his PC network control panel. If either of you has a gigabit adapter on your PC you can use a patch Ethernet cable, otherwise you will need a crossover cable.
