What exactly do you mean by resetting it? If you are referring to the troubleshooter resetting the wireless adapter, all it does is gets a new IP from the access point. If you aren't connected to the network though, you can't get a new IP because nothing is assigning you one, so that error makes perfect sense.
Edit: And if the wireless won't connect to anything, you should delete the driver for it via Device Manager, download a new copy of the driver from the laptop manufacturer's website on another system, copy it over to the laptop, and reinstall it.
A Refresh is where I would have gone next if reinstalling the wireless driver didn't work, but we can sort that error out later. If we get to that point, we will need you to post that error message so we can figure out what is going on.
