Well, I don't know that much about computers, some basics I guess.
I am looking for a good graphic card under 50$
My graphic card can't even handle AC2, for goodness sake

Here are my specs:
AMD Athlon(tm) 64 X2 Dual Core Processor 5200+
Manufacturer AMD
Speed 2.6 GHz
Number of Cores 2
Video Card NVIDIA GeForce 6150SE nForce 430
Manufacturer NVIDIA
Chipset GeForce 6150SE nForce 430
Dedicated Memory 128 MB
Total Memory 825.3 MB
Memory 2.0 GB
Operating System Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 32-bit
Service Pack 1
Size 32 Bit
Edition Home Premium

TL;DR Looking for a graphic card my computer can handle under 50$, specs are above. (Looking for a card that could run Warframe on max settings if possible)

Unfortunately you're not going to be able to max Warframe on your setup (even with an upgrade)

What's your PSU? (look inside you case at the PSU sticker, how many amps are on the +12v rail?)

Though I'm sure your motherboard probably has one, could you check if you have a PCI-Express slot? some older motherboards from that era use AGP slots

Would this be able to run Warframe lowest settings even?

Well I can't speak from personal experience, but your CPU & that graphics card would meet the minimum requirements for the game, the graphics card by quite some way.
