When i turn on my comp it goes to the windows xp logo and loading bar and just never stops , when i try to boot into safemode i get a black screen with white lines of text and nothing else

when i use f11 to start recovery it loads the gateway logo , says starting recovery and then its just a blue screen

is my computer toast ?

It's probably your hard drive. In all instances it appears that the hard drive doesn't respond.
1. Try setting the BIOS to defaults, if it doesn't help, reset the BIOS (battery off for 5 minutes, and reset the BIOS clock),
2. If still nothing, download the Hiren's Boot CD or USB, boot it and scan the hard drive for virus-malware, and try to diagnose the hard drive with one of the different tools included, run a memory test, repair the boot sector, etc. you can also use the registry application named Registry Restore Wizard which restores the registry to a date which will depend on what registry backups you have (the application detects them) but first see if the checks and repairs allow a normal boot or at least Safe Mode so you can perform a regular System Restore.
3. Last resort would be a repair installation or even better a clean installation so you'll have to borrow a Windows XP CD of the same version as the one installed.
