GTX 670 OC acceptable temps and fps?

I recently purchased Bioshock Infinite over the holidays and used the Nvidia GeForce Experience to "optimize" the settings on the game. Given my build (i5 3570k @ 3.4 GHz, 16gb RAM, and GTX 670) the application set the graphical settings to mostly ultra and what-not. Considering that my graphics card is high end that made sense. But once I started playing, during almost every cutscene, the framerate drops from 60 to 30. I also noticed that my card was reaching temps of 85c. I've been currently trying to adjust a fan curve from Precision X but not only does it limit me to keep the fan speeds between 30% and 80% but it also doesn't prevent the card from reaching ~85c. My computer build is my first (between 1 - 2 years old) and have had problems with the graphics card before (I sent back the first and am on my second card now).

The card is a MSi GTX 670 OC (http://)

Are the frame drops normal for a game like Bioshock Infinite and what should I do about the temperatures? Being in the blue about this stuff frusterates me and I'm new to PC gaming so I'm still in a learning process. All help is greatly appreciated.

That's odd, may have been locked and/or limited by the manufacturer (have read a few posts about it being locked and it seems to be the case)

That would indicate that the game would be the problem then, I vaguely remember my framerates taking a nosedive every now and then in Bioshock Infinite a while back on my old machine
It isn't an extremely high end card, so that performance makes sense. How is your case ventilation? Can you link a picture? Those temps are pretty high, but not the maximum it can handle. Adding more ventilation and airflow will help you a lot.
 
For a reference cooled 670 you'd expect the thing to run at about 80+ degrees Celcius give or take

You could download MSI Afterburner and set up a custom fan curve for 100% at 85C

I'd expect better performance from a 670 though, perhaps Vsync is causing it to dip to 30FPS everytime your framerate goes below 60

I suppose I could post up a picture soon, my case is a mid tower and it is somewhat crampt, however there is a lot of ventilation on the case.

But to be clear on the subject of the performance of the card, frame drop to the 30's is normal for a game like Bioshock Infinite?
I'm not sure if this is acceptable, but Battlefield 3 online ran on ultra settings just fine for me with nothing below ~55 fps, so whats the deal with BI?
I can't see myself turning vsync off since my moniter's refresh rate is 60 Hz

I tried out turning off vsync in game and using adaptive vsync. I don't like it much because I still get screen tears, but I noticed I had vsync on globally via the Nvidia control panel and had it on in game. I turned it off in game as well as changed some unnoticeable graphics settings. With more research the lag is all from loading new areas, not cutscenes like I stated previously. It just seems to be a problem with unreal engine. If the changes I made don't help with frame drops during loading sequences then I guess it's just a matter of setting everything back to ultra and cowboying up.

As for the GPU temps I can't set the fan curve below 30% or above 80% on Afterburner or Precision X (no I don't have both installed together. I uninstalled PX and installed AB). Is there some way I can change the graph settings? I can set points below 30 or above 80 on the graph but the fan speeds won't exceed 80%
