Really Weird Unstoppable Lag on PC and PS3!

So I have a PS3 and (a bad) PC. On my PS3 I play BF3 with 3/4 bar ping. Now the problem is that When I join in and walk around there is almost no lag. This type of lag draws me back holds me in place and then pushes me forward but that whole thing happens in 1-2 seconds. I looked EVERYWHERE. I forwarded and I triggered. I created a static IP and my PS3 has a connection speed of 11 mb/s download and 600 kb/s upload. So its not that bad. And this all of the sudden happened. I had no change of ISP plan or Speed and I can watch videos on YouTube 720p with no problem.

On a PC its not so evident in games like L4D2 or RuneScape but in a game like Neverwinter if I move faster then it does the same thing it does to me on my PS3 with BF3. BTW on my PS3 the most lag happens when I get in a vehicle. The faster it is the more lag and shake.

Specifics:

-Internet (on my PS3*):

Down: 11 mb/s

Up: 600 kb/s

ISP: Time Warner Cable(Road Runner with a cable wire instead of DSL)

*My actual speed on my PC is 16 mb/s download and 750 kb/s upload.

Note: I have friends who have the same ISP(not sure about the internet pack) and a PS3 and BF3 and are not experiencing this problem. Again this was a sudden change that happened around the time of Summer 2013.

You may be experiencing a little signal bleed through the cable, but it shouldn't give you THAT bad of a lag.

when do you use it? at spiketimes internet is pretty much useless

I can use it in the morning, afternoon, night whenever and I just can't seem to get rid of it.
Also what do you mean "signal bleed"?

Really among the only reasons I am asking this is because I will be getting a really high-end PC next year and i don't want all that money to be wasted if I can't play online.

Signal bleed occurs when you try to pack too much data into the cable carrying your signal. All that data will cause a little of the cable to wear off, but this usually only occurs when you stress the hell out of it daily and the cable is a few years old.

I got this connection about a year ago. I have (usually) 4 things running on the same wire. My Computer, my PS3, My Desktop, and my my brothers computer. On me and my brothers computer we usually just watch videos and i play L4D2 on this computer. And I play Neverwinter when I do get on my desktop. I don't think that's too much stress.
