Homebuilt turns on with power switch and then truens off.

I built a home built for my son in 2010. It has worked fine until this weekend when I turned it on. (Son gone to college computer stayed home). Any ways I turn it on using the power button and it starts then immediately turns off after 1 or 2 second and nothing on the screen. It does not run long enough to give a beep code (read on internet). In that short period all fans start to run and shutdown. two case fans, PSU fan, cpu fan, and video card fan. After reading forums
I started with PSU, went a pickup power supply tester and everything is normal voltage ranges. so it seems ok but not sold 100%
Next reseated all connection and looked for obvious shorts in wiring and found none.
Next I tried removing ram 1 to 1 stick and start unit switched ram same results starts and shuts off
Next removed all loads except Motherboard and cpu.same results.
So I think I am down to a PSU or Mortherbord/CPU
.
Side note 1 . We had a series of 2 power blips back to back in house that caused light to flicker on and off. Computer was plugged in but not turned on and I did not check computer at that time.
Side note 2. I have to turn off power supply and let green light on back go out to try to power it up again.

I don't have any power supplys laying around to test with so thought I would check here before moving forward with purchase of of new power supply.
