New Build wont Boot, Any Suggestions? (I think its a motherboard issue)

My cpu fans and graphics card fan starts for a second then stops, starts for a second then stops and it does this over and over again until I hit the switch on the actual power supply.

My problem is that I keep getting a Dr. Debug error of 19 which is "pre-memory initialization is started".

I definitely think its a motherboard issue of some sort. I have read that I need to put ram in the farthest memory slots, to reset the CMOS,

However, when i first put it together, i did not put the base screws(MB Stand-offs is what my user manual calls it) in the correct slots for the proper motherboard size. I read that could short the motherboard out. I took the mother board out of the case and placed it on a non-static surface (on ceramic title) and it still did not start.

The CPU requires the P2.20 BIOS version or later. Check the sticker on the board's BIOS chip. See if older.
Then start the board with only CPU and CPU fan. Make sure that both 24 and 8 pin power cables are properly connected. See if the CPU fan does spin.

Okay. So I had a chance to look into this finally. I am not sure where the BIOS Chip is to see what version I am running but there is a little white sticker next to the "intel p67 chipset" that says "p67 performance P1.00-15B". which I guess i safe to assume is the version of the board which means its outdated.

How do I go about updating the software for the board if I cant even get it to boot?

Solution
