System Reserved Memory Allocation

Can anyone tell me why my rig allocates half of the 32GB of memory that have installed for hardware? I'm puzzled!

System Specifications:
• Diablotek Elite ATX Mid-Tower Case with a 600-Watt Corsair Power Supply
• Asus M5 A99X EVO Motherboard
• AMD FX-8150 3.6 GHz Octa-Core Processor
• Sapphire HD 7790 1075MHz 1GB GDDR5 Dual-X OC Graphics Card
• Crucial Ballistix Tactical Series 32GB Kit (8GBx4) PC3-12800 DDR3-1600MHz DIMM
• 2x Seagate Barracuda ST1000DM003 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive(s) used in a Raid Array Level -0 Configuration (OS and Data)
• 320 GB Maxtor 3200 External Drive Used for (System Backup)
• 2x Twin LG Electronics 24X SATA Super Multi DVD+/-RW Internal Drives with Lightscribe Technology (GH24LS70)
• Microsoft Windows 7 Home Premium x64

 
Solution
I've resolved my own issue...however thank you to everyone that at least attempted to help. The reason why my rig is only addressing 16 out of the 32 gigs of physical memory that is installed is due to my version of Windows. Windows 7 Home Premium x64 is limited to 16GB of addressable memory in the 64-bit architecture whereas Windows 7 Professional, Ultimate & Enterprise is 192GB. So...that means I have to upgrade to either Windows 7 Professional or Ultimate so that I can use all the available memory installed.

Check that you have no bad RAM. You can use a bootable program listed in http://www.memtest86.com/download.htm You don't need to get the pro version, just use the free version. If the RAM checks out to be okay, then go to Run, msconfig, Boot tab, Advanced Options..., Check off Maximum memory. It should automatically fill the number in with 32768, if it doesn't fill it yourself, hit OK, Apply and then reboot your computer.

I used the built-in "Windows Memory Diagnostic" tool to check the memory and all is ok in that department with all 4 DIMMS. I also followed your instructions... In MSCONFIG, it automatically populated the value of 32768MB's after I checked off and later restarted after I applied, but after it started up again, I still have 16384MB reserved for hardware under the "resource monitor". Any other suggestions?!
