PLEASE HELP - Computer not working and I'm out of ideas

So here's the situation. I got a new mobo, cpu, and gpu. When I swapped it all over, nothing seemed to work. In the process of ruling out what part was dead, I used my old motherboard and cpu to test the gpu. The gpu, old motherboard, and old cpu worked 100%. It turns out my new motherboard has damaged pins. So in the meantime, I was going to use my old motherboard, old cpu, and new gpu. When I put that all back in my case, it would not power up like before. Everything turns on for about half a second, then shuts off and will continues to try powering on in an infinite loop. I've already taken this apart 3 times, built it out of the case, tried another power supply, and tried all my tech friends, but we are all stumped. Any thoughts

What is the new MB? Was your old MB the same size as the new one. make sure you don't have an extra stand off in the wrong spot grounding out the back of the old (or new) MB.
When you bread boarded the old MB outside the case (on an insulated surface), did you just connect CPU/Cooler, 1 stk of RAM in 1st slot, KB, PSU, monitor? (Try it with on-board video first if the MB has that) If you cannot boot to BIOS, something may have gotten damaged during all the shuffling around.

On board video does the same thing. I doesn't seem to be the graphics or psu. I have tried with only 1 stick of ram but no difference. I did leave in on spacer by accident when i swapped stuff over, so there was on extra one for the start. There's not an extra one there now though.

There's no marks on the board and it does run power through it enough to start the fans at least. I thought a shorted mobo would show no signs of life at all?
