First things to do after building PC?

So after I have my PC built, what's next?
Do I turn on PC, go to BIOS and check if everything is ok, set the boot order and install Windows, install all required drivers?

How do I manually adjust my RAM timings and voltage? (RAM:http://pcpartpicker.com/part/kingston-memory-khx16c9b1bk28)

Can't hurt to check the BIOS first but I'd recommend installing your OS first because you'll need it installed in order to test whether your RAM timings are stable etc. You shouldn't need to change the boot order as most motherboard have it set up in the most logical order anyway. Once Windows is installed however I'd immediately install all your drivers right away so you don't forget which you have installed and which you haven't at a later point.

After that feel free to Overclock, Benchmark, Game, Edit Vids and whatever else your heart desires.
