GPU usage drops causing low FPS

ive been struggling with random FPS drops in all games for a while now and i think i have finally narrowed it down to GPU usage % dropping, whilst playing games it is normally around 70% usage and my FPS will be 60+ but every so often the FPS will drop to around 15. i decided to monitor my GPU levels in MSI Afterburner and i noticed that the usage levels drop to around 12% when the FPS drops occur.

I cant think how to fix this issue as i have tried reinstalling drivers and the card does not seem to be overheating as it stays around 60 degrees whilst gaming

CPU = AMD FX-8350 4GHz 8 core
GPU = EVGA GeForce GTX 660
Motherboard = MSI 760GM-P21(fx)
RAM = 8GB DDR3
PSU = Corsair CXM600
Resolution = 1920x1080

I found my problem after all: overheating of the motherboard. I went to Resource Monitor in windows task manager. My CPU frequency dropped when my GPU clock dropped. Appearently my CPU was bottlenecking my GPU performance. I ran some FurMark tests, but the CPU frequency remained stable. Then I did some Prime95 tests and my CPU frequency dropped, thus my GPU clock in MSI Afterburner as well. Also put HWMonitor to see what is happening there, and appearently my motherboard (CPUTIN) overheated to 65 degree, caused CPU drop which caused GPU drop, untill the motherboard heat went back to 55 degree. Then it went pretty quick back to 65 again causing another drop, till it went back to 55 degree, etc.

In the end, there is a bad cooling inside...

CPU = 30-50
GPU = around 70
HDD = around 20

if it is and overheating problem i cant see why it is happening

i tried disabling it but the problem still exists

Any fix yet? I have a similar issue. Having the GPU fan spinning between 60 and 100% manual instead of automatic is what I must do to run BF3, Watch Dogs or any other demanding game on High/Ultra with my FX-8350 and HD 7850 without getting framedrops due to GPU usage dropping from time to time (intervals around 5-10 minutes of gameplay for about 10-15 seconds of framedrop).

In the end, there is a bad cooling inside my case. It's either the fresh air coming inside from the front which is being used up by the GPU before it can cool off the other parts in the case, like the motherboard, or the warmth is not going away from my case fast enough, since I have the liquid coolers radiator in front of the exhaust fan. Also, H60 liquid cooler showing me that I need to suck air inside from the back; which would be ideal indeed with exhaust fans on top of my case, which I don't have!

So, before I sucked air inside from the back since the liquid cooler told me to! Also sucked air inside from the front, and turn up the GPU manual fan to have additional airflow inside my case, which, i guess, helped air to escape from either the side or the top. This prevented the overheating. Now I turned the fan of the liquid cooler to exhaust, even though Corsair tells me not to, and I can play games normally at around 60-64 motherboard heat. Playing more demanding games like Watch Dogs however, will cause a high temp again and will cause alot of framedrops at a certain amount of time playing, so I ordered at least 1 new fan.

Going to try that to use it as either exhaust on top or intake from side. Will see what cools my PC best.
