Troubling issue after a power outtage

we had a power outage a few days ago and at first i could not get the computer to come back on. After switching off, then unplugging the PSU it came back on and ran fine for as long as i wanted to keep it on. but if i turned it off, same problem. I have to turn off and unplug it, wait about 10 min. plug it back in and switch it on and wait for about 15 min. then actually turn the computer power on for it to boot up. I plugged in a power supply from another computer and no problems were had. I just want to confirm this is a PSU issue, and was hoping it would be something that's covered under a warranty if i send it in. It was on a substantial surge protector so i'm angry i'm having problems in the first place. any help would be great!

Sounds like you found the exact problem when you switched out the psu and it worked fine. Is it still under warranty? If so, don't go into much detail when returning it.
An extra layer of protection would be a UPS if outages are common.
