Is My GPU Faulty or something?

If I boot into safe mode, I won't get any artifacts on my screen and the computer can operate normally but as soon as I boot normally, I get artifacts all over my screen as soon as I reach the user log on screen. After logging on to my account, the artifacts, such as horizontal lines flicker everywhere, followed by a blue screen where I can't do anything or see anything at all.

I tried to troubleshoot this problem by uninstalling my GPU, (a 7870) from device manager in safe mode, and turned off automatic device driver installation, so my 7870 is listed as a Standard VGA Adapter in Device Manager.
When my 7870 is listed as a Standard VGA Adapter, I can boot into Normal Mode just fine. I want to know if my GPU is the source of my problems, in case I buy a new graphics card and the problem persists.

I uninstalled my drivers and used Display Driver Uninstaller to clean up and left over files. After that, I installed my drivers from the Driver Installation Disk. Attempting to boot into normal mode gives me a black screen. If I try low resolution mode (by pressing F8) I'll get the artifacts again, as well as the crash.
