i am just thinking that i used a copper wire and stay connected with tap water by bend the copper wire to me and tap water. my queston is can a tap wwater discharge static electrcity?

Yes, the municipal water supply can be used as an electrical ground in the same fashion as a traditional earth spike.

If you are building a PC the best approach is to install the power supply first and plug the PSU into the wall. This will connect the ground.
