White lines appear just after windows 7 logo whenever I turn on my PC and after that everything just works fine (except during playing games, the monitor screen freezes for a second sometimes and I'm not sure whether it is graphics card problem or due to low RAM)...I have recently bought Gigabyte R9 270 OC edition... My specs are:

**Intel Core i3 530 2.93 GHz
**Intel DH55TC motherboard(have a PCI e*2.0 x 16 slot only and I'm afraid it could be a problem)
**Acer V193HQ 18.5' widescreen LCD(doesn't support HDCP while my card does!!!!!!!!!! another possible problem)
**Kingston 2 GB DDR3
**Corsair VS650 650 Watt
**Gigabyte R9 270 OC edition
 
It could be a defective video card try updating drivers/Reinstalling them and you should really upgrade that ram it is a very big bottleneck in your system. An no pci-e gen 2 or Monitor cannot be an issue. if this issue did not happen with old graphics card your new one is most likely the culprit.

I have intalled latest catalyst driver 13.12... Should I try installing beta version?? Another thing I forgot to mention... I am using a DVI to VGA converter to connect my GPU to the monitor since my monitor has no DVI port...
Could this be a problem??
 
no just install the same driver again sometimes they get corrupted and since you said it only happens in games it cannot be the dvi converter. ALso RAm could be an issue too since your computer has insufficient ram it start swapping from the hard drive wich causes sluggishness. Best way to check is if you have an old video card and see if same problem happens if not its the new video cards fault.
