When it comes to PSUs, the first thing u should do is ignore the labeled wattage.
That XFX PSU is made by Seasonic one of the best PSU makers. That Corsair VS650 is made by CWT and is only sold in developing countries. XFX has 80+Bronze efficiency while the VS650 can't even be sent for certification because it only accepts 200-240V input voltage, a trick used by Corsair so there won't be any negative reviews of it.
XFX has far better build quality and will be long lasting

I am bulgarian(in Bulgaria we are at 220V), can you offer me a power supply for 220V? Does XFX has a PSUs for 220V?

Yes its the same. And it accepts 90-264V
