Cpu usage spiking to 100%

I have this ongoing problem with my computer lately.

Randomly while doing anything watching YouTube, Playing game, browsing the web ect. my CPU usage will go up to 100% and my entire computer will just lag like no tomorrow and it only stops when I restart my PC.

Anyone have any ideas why?

Yep, the specs of your PC. Moreover, have you recently upgraded to Windows 8.1 64bit?

I have an 3.6Ghz Amd quad core CPU
8G DDR3 1333Mhz ram
120GB ssd (OS)
1tb HDD
x2 GTX650ti
750W PSU
And Windows 8.1 64bit
And the CPU is watercooled so heat is never a problem

And not really recently I've had it since it's came out pretty much.

Ok, then. So, can you place the start of this particular problem in an exact period of time? The CPU acted like this before or after the upgrade to 8.1? Are you using an antivirus solution?
