TP-Link WR740N, forwarding a port for a Foscam IP camera. The port checker says closed.

I have a Foscam IP camera FI8910W, and a TP-Link WR740N. I try to forward the router to port 8090, but when I am checking with a port checker, it says that the port is closed. All port numbers are closed, unless port 80.
What is wrong?

From what I understand, a web service thinks the port is 'closed' when 1) It's actually blocked and 2) There's no application responding to the incoming port request (even though the port may be forwarded correctly). Also, you could have a firewall issue on the computer which hosts the application. To see if the port forwarding is working as far as the router is concerned, forward the port on the router to your computer's IP (the computer you're running the port tester on). Use an application that you have the ability to change the listening port on - like uTorrent - and test the port then. If it works, you know it's no fault of the router. Also make sure that the IP camera's actual IP address is what you think it is.
