Q9550 C1 CAN NOT GET the right stock frequency 2.83Ghz !

I have a serious problem getting back the right frequency for my Intel Q9550 Rev:C1 (PC is obviously slow too)
I DONT want to Overclock!! Just get back the STOCK freq.
The processor worked fine for 4.5 years and the last 2 months dropped at 2.0Ghz!!
I have done a lot of things to get back to 2.83 Ghz BUT still remains at 2.0 Ghz ALL the time!
I NEVER OC it and Temp is always between 25C (BIOS/no windows start) and 49-51C (Windows Environment).
CPU-Z always show Multiplier 6.0 and NEVER 8 or 8.5
Also BIOS readings are in 6 Ratio instead of 8 or 8.5

First this is my components:
-Intel Q9550 C1
-Asus P5Q Deluxe
-2 Corsair DDR2 at 1066Mhz
-PSU coolermaster 850W

READ CAREFULLY
What I have done:
HARDWARE:
CLEANED ALL PC (from dust)(GPU,CPU,FANS, MOBO, DRIVES etc)
CLEARED CMOS. (several times)
CHANGED CMOS BATTERY.
UNPLUG PC and MotherBoard from PSU for 24h.
Reinstall and clean CPU and FAN.
UNPLUG GPU CARD and Memory and all the plugs.
CHECKED ALL the voltages on PSU (reset it and pluged it) (Works perfect!!)
CHECKED MOBO operations (FANS speed, Memory FSB:DRAM - frequency)
Chipset P45
Software: Clean Drives, NORTON 360 Virus check, Malware check, Registry cleaned
Ms Config only 1 start up item
Checked BIOS Version and P5Q Deluxe which is compatible with Q9550 C1 and O.C.ing it.

BIOS settings: ( I have tried WITH all In AUTO and with the following changes)

Ratio CMOS setting: 8.0 or 8.5
CPU Frequency: 333Mhz
PCIE Freq: 100 or 101
DISABLE C1E
DISABLE SPEEDSTEP
DISABLE/ENABLE Intel Virtualization Tech
ENABLE Load Line Calibration
AUTO and MANUAL Setting Voltages:
CPU VOLTAGE 1,25V
CPU PLL Voltage 1.6V
DRAM Frequency DDR2-1066Mhz
DRAM Voltage 2.1V

{Right now I have CPU-Z reading for Core voltage 1.208V and Core Temp reading for VID:1.0625}

The MAIN PROBLEM is that when i set multiplier to 8 or 8.5 and save & restart, then in BIOS in Ratio is still 6!! And in CPU-Z 2.0Ghz, or 2.003Ghz(still 6 multiplier) the most I get.
Why BIOS DOES NOT ACCEPT 8 or 8.5 after restart??
AND STILL CAN NOT GET the STOCK FREQUENCY (2.83Ghz)
!!! What is going on?What I missed?? Everything was fine...
PLEASE Help!!

Hello and Thanks a lot for your response, I wish I can see some solution after all!

I had optimized default settings and then changing everything one by one with infinite restarts so far.
If you look in my post you will see that I had set DRAM voltage to 2.1. I also have put CPU voltage at 1.25V.
I forgot to say that I have a GTX 295 GPU(2 gig RAM)which works PERFECT!

My CPU-Z reading Now:
Core Voltage 1.24V
Core speed: 2003,61 Mhz (Still the same!!!!)
Multiplier: x6.0 (Still the same!!!!!!!!)
Bus Speed: 333.94 Mhz
Rated FSB: 1335.74 Mhz

Memory
DRAM Frequency 534.3 Mhz (Perfect!)
FSB:DRAM 5:8
Clocks: 5-5-5-18
Row refresh Cycle time: 52 clocks
Command rate: 2T (this is giving my 1066 Mhz in each memory)OK!

Core Temp still shows VID: 1.0625V ( and I have disabled all C1E/EIST speedsteps options!)
MY cpu PASSED ALL PRIME 95 TESTS ALSO and I test my PC with FULL load for 4 hours and still the same frequency (2.003Mhz)

(Of course I put thermal paste  )
I believe is some BIOS setting I didn’t do or something with the order.
Do you have ALL the changes in BIOS which Q9550 works at its Stock freq? so I can compare mine?
I am so frustrated…every component I checked is OK and still dont get the right frequency.
Any other suggestion?? I still get low multiplier and NOT 8.5!!
