New Hard Drive

My step dad gave me his old computer because it would not turn on. He took out the hard drive and I have recently bought and installed a new one. I am just wondering what are my next steps. Do I need to get a new windows or should I try and turn it on first? My step dad said he was downloading "stuff" off the internet without an antivirus so that's why it's not even turning on. I really need to at least try and get this computer working as soon as possible.
It's an emachines ET1850 with 3GB of RAM and now 500GB of memory. CPU is an Intel Celeron.

Errrr you mean 500GB of harddrive space and 3GB of memory.

I would power up the machine to see if it detects the hdd and if there is no OS on the drive then it will prompt an error message. if no error message then let it load up and then perform some A/V scans and other malware scans and from there.

Yes I bought a 500GB had drive and the computer has 3GB or RAM.
I started the computer up and it says
"Reboot and select proper Boot device
or Insert Boot Media in selected Boot device and press any key"

Ok, so you now will require an operating to install. You have choices - Ubuntu (some other flavour of linux) or Windows (a paid version).

I can get free Windows 7 Premium off DreamSpark. Once I download it do I put it on a disk then enter the BIOS and select boot from optical drive and then once that is done and booted I then go back to the BIOS and select boot from HDD? Is that right?
