No "click" function on touchpad

My Toschiba laptop running Windows 7 has recently developed a problem with the touchpad. After the computer has been restarted the ability to "click" by tapping the pad is lost; the scroll function works just fine. I researched this and found that uninstalling then (automatically) reinstalling the Synaptics PS/2 Port Touchpad Driver then allowing the computer to restart when prompted solves the problem. Unfortunately not a permanent fix. It seems that something happens on reboot or startup to disable the click function. Help appreciated.
