Firstly, I'd like to apologize - Yes. Another one of these threads...

So, I'm not loyal to AMD or Intel specifically, however, if you can: an i5 would be great.

Peripherals aren't needed, nor is an operating system.

If you'd suggest saving some money up for a few months I should be able to get some extra shifts in at work and get a bit more money.
