Computer wont start unless Graphics card is out!!! Help

Hello, I heard a POP inside my computer, once i opened it up smoke was coming from a circle thing on the GPU, So i took my GPU out to clean it etc, now when i put it in the computer won't boot at all, Once i take it out it boots.

Is my card dead?
