is my gpu working correctly?

I have a gtx 770 SC w ACX cooling and When i play crysis 1 on all very high settings the frame rate drops every now and then. But i can hear the fans on my gpu and they arent spinning as loud as they can which leads me to believe it has more in it. is this normal? I'm a bit of a noob when it comes to graphics cards and gaming

Intel i5 4670k @ 4.3ghz, Hyper 212 EVO, ASUS z87 pro, GTX 770 SC ACX, 16gb 1866
crucial ballistix, Corsair HX 750, 1 TB WD Black, Rosewill Patriot case
I have a slight oc on the gpu as well using precision x

when i play in fullscreen mode it caps it at 50 fps so i play in windowed mode and make the window as big possible with just a little bit of the window showing to get 61 fps. when i look at lots of foliage and whatnot it drops to around 44 or so
