What should I do for my hard drive and a new system.

I'm on a limited budget, and I've decided that for a new build, I'm going to be using my current HDD. The only problem is, is that this is my first build and I'm currently unaware of how I would go about wiping the HDD, or how I should wipe it, so that I may install Windows 7 on it for my new build.

That's what formatting the hard drive does. Formatting actually only clears the file tables that Windows maintains, but that's a good enough wipe if you are reusing the drive. Obviously, if you were getting rid of the drive, you'd want to use something meant to overwrite the drive multiple times to completely erase all your information.

Sorry for my confusion, but this solution still requires me to clear the HDD right?
